Strongest UN Findings Yet
A United Nations-mandated inquiry has concluded that the conduct of Israeli authorities and security forces amounts to genocide, war crimes and crimes against humanity through the deliberate targeting of Palestinian children in Gaza. Reuters reported that the commission stated Israeli forces deliberately targeted Palestinian children, resulting in genocide and crimes against humanity in Gaza as well as war crimes in the occupied West Bank.
The Independent International Commission of Inquiry on the Occupied Palestinian Territory, including East Jerusalem, and Israel examined violations against minors during the conflict and found evidence of a systematic pattern involving killings, injuries, displacement, starvation, denial of medical care and severe psychological harm. Srinivasan Muralidhar, chair of the commission, stated that evidence showed Palestinian children had been deliberately targeted and killed by Israeli security forces.
The language used by the commission represents some of the strongest findings yet from a UN-backed investigative body regarding the war in Gaza. This point forms the central basis for the genocide finding under international law.
Undermining Survival and Future
The inquiry argued that by targeting these minors, Israel was undermining the ability of the Palestinian people to exist and determine their future. The report noted that children constituted around 30 percent of those killed in the Gaza war, with at least 20,179 Palestinian children dying between October 7, 2023 and October 7, 2025.
The report forces the world to confront the long-term damage being done to Gaza’s future.
Lawful Definition of Genocide
Under international law, genocide involves acts intended to destroy a protected group in whole or in part. This includes killing members of the group, causing serious bodily or mental harm, and deliberately inflicting conditions of life calculated to bring about the group’s destruction.
The commission concluded that children in Gaza have been subjected to these kinds of harms on a massive scale through strikes, injuries from attacks, repeated displacement, deprivation of food and medical care, and psychological trauma. Schools have been destroyed, hospitals overwhelmed and families shattered.
Heavy Weapons in Civilian Areas
The report highlighted that Israeli forces continued using high-payload weapons and wide-area munitions in densely populated civilian areas despite mounting child casualties. The commission determined that the harm inflicted was not simply collateral damage from a war zone but a broader pattern established by the use of heavy weapons in crowded areas, repeated displacement of families, starvation linked to aid restrictions and attacks on healthcare and reproductive services.

Israel Rejects Report
Israel has rejected the report, calling it defamatory and biased. Israeli officials deny deliberately targeting civilians or children and argue that Hamas is responsible for placing civilians in danger by operating in populated areas.
Israel has also stated it works to minimise civilian harm and has accused the commission of ignoring Hamas’s conduct during the war.
Legal and Political Impact
Although the commission does not have the power to directly enforce its findings, the Associated Press reported that such investigations can influence cases before the International Court of Justice and the International Criminal Court.
The inquiry places one of the strongest accusations possible on the record: that Israel’s conduct toward Palestinian children in Gaza is part of genocide.
Changing the Narrative
The commission’s findings challenge the language often used to soften what is happening in Gaza. Civilian deaths are frequently described as unfortunate, children as caught in the crossfire and neighbourhoods as difficult battlefield environments. However, when children are killed in such numbers, repeatedly displaced and deprived of basic survival conditions, the inquiry states the evidence points to deliberate conduct requiring a change in language.
The UN inquiry has documented the scale of suffering described by human rights groups, aid agencies, doctors, journalists and survivors.
